From idea to opening day

Most San Francisco operators come to us for one specific permit problem and discover the project actually involves four. Here is the work we sequence end to end. Every one of these is something we have done for our own bars, restaurants and dispensaries first.

Go deeper

Six approvals, each with its own agency and its own clock

Most projects need more than one of these. Start with whichever is standing between you and an opening date.

01

Liquor Licenses

A San Francisco liquor license is two jobs running at once. The California Department of Alcoholic Beverage Control decides whether you get the license. The City decides whether your use is allowed at that address in the first place. Operators who treat those as one process lose months, because the state application assumes a premises you are already entitled to occupy.

Deciding body:
California ABC, plus SF Planning
Typical range:
4 to 9 months

02

Conditional Use

Conditional use authorization is a discretionary approval. The Planning Commission is not checking boxes, it is making findings, and it can say no to a project that satisfies every numerical standard in the code. That is the part operators underestimate.

Deciding body:
SF Planning Commission
Typical range:
5 to 10 months

03

Place of Entertainment

If there will be live music, a DJ, dancing, or a cover charge, the Entertainment Commission is in your project. Which permit you need depends on how loud, how late and how often, and the difference between a Limited Live Performance permit and a full Place of Entertainment permit is the difference between a straightforward filing and a hearing with neighbors in the room.

SF Entertainment Commission
Typical range:
3 to 7 months

Cannabis Permitting

Cannabis retail in San Francisco is a location problem before it is a licensing problem. Buffer requirements, district controls and the equity framework narrow the viable set of addresses dramatically, and most of the sites brought to us do not survive a screening.

Local body:
SF Office of Cannabis, plus Planning
State body:
Department of Cannabis Control

Leasing Consulting

The most expensive mistake in this business is signing a lease for a space that cannot become the business you are planning, or that can only become it eighteen months late. By the time permitting reveals the problem, you are paying rent on it.

When to call us:
At the letter of intent
Turnaround:
Days, not months

Project Recovery

Most of the projects we take over are not stuck because someone made a dramatic mistake. They are stuck because an application is sitting in a queue nobody is working, or because two agencies are each waiting on the other, or because a correction notice arrived six weeks ago and nobody translated it into a task.

First step:
Full file audit
Usual finding:
Waiting on the wrong thing

Permitting

Mapping every agency touchpoint your project needs, sequencing them in the order that does not stall the buildout, and walking applications through Planning, the Department of Building Inspection, the Department of Public Health, Fire, and ABC. This includes ABC liquor license consulting, Conditional Use and Change of Use, Place of Entertainment permits, and cannabis permitting.

  • City Hall navigation
  • Change of use
  • ABC liquor licenses (Types 47, 48, 41, 21)
  • Place of Entertainment permits
  • Cannabis permitting
  • Delay resolution

Leasing Consulting

We read leases the way operators read leases. Who pays for what, what the use clause actually allows, what the buildout timeline implies, and where the deal hides costs that hit you on month four. Best used before you sign, not after.

  • Site analysis
  • Feasibility review
  • Lease support
  • Buildout cost estimates

Small Business Development

For owners earlier in the process: concept refinement, location strategy, capital partner introductions, and a realistic answer to whether the project actually pencils in San Francisco before you commit.

  • Concept assessment
  • Budgeting
  • Buildout oversight
  • Pre-opening setup

Additional Services

The work that comes up once a project is already moving, including stalled project recovery, where we diagnose where the block actually is and rebuild the relationship with the agency that controls it.

  • Feasibility reviews
  • Project recovery
  • Community outreach
  • Vendor recommendations

Location matters

The same concept is a filing on one corridor and a hearing on the next.

San Francisco has dozens of neighborhood commercial districts, each with its own use controls. Before you sign anything, read the corridor.

How it works

Every project starts with a conversation, not a contract.

1

Free consultation

Tell us where you want to open and where you're stuck. You walk out with a plan whether or not you hire us.

2

Permit map

Every agency, form, fee, and notification deadline, in the order that does not stall the buildout.

3

Filing & coordination

We file, run point with planners and inspectors, and translate between agencies that don't share systems.

4

Hearing strategy

We prep your testimony, manage neighborhood outreach, and negotiate conditions language at the table.

5

Through to opening

Certificate of Occupancy, ABC final inspection, soft opening on the calendar. We do not leave at 80%.
