Cannabis permitting in San Francisco
Cannabis retail in San Francisco is a location problem before it is a licensing problem. Buffer requirements, district controls and the equity framework narrow the viable set of addresses dramatically, and most of the sites brought to us do not survive a screening.

Duncan Ley serves as President of the San Francisco Cannabis Retail Alliance, and we have taken dispensaries through this process rather than read about it. The first thing we do is tell you whether your address is real.
Screening the address first
A cannabis retail location has to clear distance requirements from schools, and the City layers additional separation and district specific controls on top of state law. Then there is concentration: corridors that already carry multiple storefronts are far harder, regardless of what the map says about raw distance.
We screen a site against the buffers, the zoning district, the existing use, and the practical politics of the block before anyone talks about leases. This is a short, cheap step that prevents a long, expensive mistake.
The equity program and verification
San Francisco's cannabis framework gives priority to verified Equity Applicants, and that priority is substantive rather than symbolic. It affects where you sit in the processing queue and which opportunities are open to you.
If you are an Equity Applicant, we work on the verification record and make sure the application reflects it correctly. If you are not, we are direct with you about what that means for timeline and for which partnership structures are legitimate. We do not build applications around arrangements that misrepresent who controls the business, and we will decline that work.
Local permit, then state license
Two approvals, in order. The City issues the local permit through the Office of Cannabis, with Planning review and a public notification and comment process attached. Only with local authorization in hand does the state annual license from the Department of Cannabis Control become reachable.
Each has its own document set, its own operating plan requirements, and its own tolerance for vagueness, which is low. Security plans, inventory control, track and trace readiness, waste disposal and staff training all have to be written as things you will actually do.
Neighborhood process
Cannabis applications draw organized comment more reliably than almost any other use in this city, and a notification period is where an unprepared application dies.
We handle outreach the way we handle it for a late night venue: early, in person, with merchant associations and neighborhood organizations and the supervisor's office, and with real answers on security, odor, hours, loitering and traffic. Showing up after the notice goes out is showing up late.

Questions
Cannabis Permitting questions we get
How long does it take to open a dispensary in San Francisco?
Nine to twenty four months is the realistic band, and the spread is driven by the site, the applicant's equity status, the depth of neighborhood response, and construction. Anyone promising a fast lane is selling something. The way to shorten it is to start with an address that clears screening and an application that is complete on day one.
How close to a school can a dispensary be in San Francisco?
State law sets a minimum separation from schools, day care centers and youth centers, and San Francisco applies its own separation and district level controls on top of that. Because the layers interact, the only answer worth relying on is a screening of your specific parcel against the current controls, which is the first thing we do.
Is the San Francisco equity program still the main path?
Equity verification continues to carry real priority in the City's processing, which makes it central to how an application should be planned. We will tell you honestly where you sit in that framework rather than let you discover it after signing a lease.
Do I need the local permit before the state license?
Yes, in practice. The state annual license depends on local authorization, so the City process is the gate. Treating them as parallel is a common and costly misunderstanding.
