Entertainment Commission
Place of Entertainment permits
If there will be live music, a DJ, dancing, or a cover charge, the Entertainment Commission is in your project. Which permit you need depends on how loud, how late and how often, and the difference between a Limited Live Performance permit and a full Place of Entertainment permit is the difference between a straightforward filing and a hearing with neighbors in the room.

This is the part of San Francisco permitting we know from the operator's side. We have opened venues in this city, sat through these hearings, and lived with the sound conditions afterward.
Which permit the concept actually needs
Operators routinely apply for more than their concept requires, or less than it requires. Both are costly. The first conversation is about what the room will really do on a Saturday at eleven, not what the pitch deck says.
- Limited Live Performance permit
- Amplified or acoustic performance in a smaller footprint, with tighter limits on hours and sound. The right answer for a restaurant adding a jazz trio, and a much lighter lift than a full permit.
- Place of Entertainment permit
- The full permit for venues built around entertainment. Dancing, DJs, cover charges and later hours. It comes with a hearing, a sound management plan, and security requirements.
- Extended Hours Premises permit
- Operation past two in the morning. A separate approval with its own scrutiny, and not one to assume.
- One time event and outdoor permits
- Street closures, block parties and outdoor amplified sound, including events inside an entertainment zone.
Sound is the whole ballgame
Almost every entertainment permit that fails, fails on sound. The Commission will look at your sound management plan, your proposed limits, and the measured reality at the nearest residential property line. Article 29 of the Police Code sets the standards, and they are enforced after you open, not just before.
We would rather you spend money on isolation during buildout than on a sound consultant after a complaint. That means getting the plan right early: where the speakers point, what happens to the back door on a warm night, how the room is treated, and who is responsible for the limiter. We help you write a plan you can actually live inside, because the plan becomes a permit condition.
Neighbors, security and the good neighbor file
The Entertainment Commission weighs your relationship with the block. Letters from immediate neighbors, a security plan with real staffing numbers, a queue management approach, and a named contact who answers the phone at midnight all carry weight.
We also prepare you for the long game. An entertainment permit is a license to be reviewed continuously. Complaints go somewhere, and a venue with a documented good neighbor record survives them. A venue without one spends its second year in front of the Commission instead of building its business.
A disclosure about how we handle this work
Ben Bleiman serves as President of the San Francisco Entertainment Commission. That public role is separate from this business, and he recuses himself from Commission matters involving TNG Launch clients. We raise this before anyone has to ask, because being straightforward about it is the only version of this that works.
What that role does give our clients is a clear eyed read on how this body thinks: what a sound plan needs to say, what a hearing turns on, and what conditions are negotiable. That is knowledge, not influence, and we will not pretend otherwise.

Questions
Place of Entertainment questions we get
Do I need a Place of Entertainment permit for live music?
Not always. A Limited Live Performance permit covers lighter programming in a smaller space with tighter hour and sound limits, and for many restaurants that is the correct and far faster path. A room built around DJs, dancing or cover charges needs the full permit. The honest answer depends on volume, hours, frequency and footprint.
How long does an Entertainment Commission permit take?
Three to seven months for most files, driven mainly by how complete the sound and security plans are at filing and whether organized neighborhood opposition appears. A Limited Live Performance application on a commercial corridor with no residential neighbors immediately adjacent is the fast case.
What sound limits will I have to meet in San Francisco?
Limits are set against ambient levels at the nearest affected property, with the standards in Article 29 of the Police Code, and your permit will carry specific conditions. The practical answer is that the number in the permit matters less than whether your room can hold it with the door opening all night. We look at that during buildout, not after.
Can I get a permit to stay open past 2am?
An Extended Hours Premises permit exists and is granted, but it is a heavier approval with more scrutiny of security and neighborhood impact, and it is separate from alcohol service hours, which ABC controls. It should be planned as its own workstream rather than assumed.
